The project inclusive development of the socially excluded children started in June 2009 with the objective to ensure the rights of children under UNCRC. The project is supported by Save The Children, India.
The project intervention area is F block New Seemapuri. It’s a slum which is situated at the border of the north east Delhi & UP. The area is an unauthorized slum and a market of waste materials. There are collection of waste papers, plastic, metal and all that is sold at those shops. The people of this area are mostly migrated from the Bangladesh and neighboring states. 90% people are Muslim and Bengali speaking. The area is very dirty and unhygienic as the people are involved in rag picking. The population of the area is around 15000 and household or jhuggies are nearly 1600 and 350 unauthorized plots.
As the survey conducted by the ADF it was observed that only 19% children are going to school and drop out rate is 28%. The main reason for this educational status was lack of awareness of community people as well as lack of educational facility in the area. The health status of the children was also not satisfactory.
The overall objective of project is to improve the status of most socially excluded children in area with their voices heard and recognized institutionally by formal and non-formal structure.
The specific objective of the project is to socially excluded children benefit from the development programmes, policies and schemes of government, donors and NGOs.
TARGET POPULATION:
The main target population of project is children between the age group of 0 to 14 years.
THE ACTIVITY OF THE PROJECT THE PROJECT AS FOLLOWS:
- Coordination of national activities, research, policy work, advocacy and networking including chairing/attending focus group meetings by IPAP focus group coordinator
- Conduct mapping exercise / desk review of national policies, laws, programs and schemes relevant to social exclusion and children, identifying key gaps in policy and practice
- Network with IPAP partners at state and national level to identify common advocacy agenda and strategy related to Social exclusion and children
- Develop training and communication materials for use in national and state level by IPAP partners
- Host and attend Focus group meetings
- Conduct and publish specific studies as requested by Government of India (Street children, JJ Act etc.)
- Introductory workshops on social exclusion and children
- Design and put in place a framework for evaluating the impact of the project (scale of exclusion)
- Conduct major survey on street children in Delhi as requested by Ministry of Child Development, Government of India
- Awareness generation initiatives related to targeted children, families and communities to combat social exclusion
- Organise training workshops on ‘child rights focussing on exclusion at District level for duty bearers(VEC, CPC, health care providers, teachers, ICDS functionaries and PRI members);
- Formation and consolidation of children groups by involving excluded children
- Identification and capacity building of community members amongst socially excluded sections to facilitate awareness and access to various governmental schemes
- Facilitate interaction between children’s organisations & structures of local governance and duty bearers at district, state and national level and form task force;
- Awareness generation of media persons leading to formation of a network/core group of sensitized media persons by championing the cause of socially excluded children.
- Train children to generate IEC material, for dissemination through electronic and print media
MAJOR ACTIVITIES ORGANISED DURING THE YEAR 2009-10:
- There are two Non formal Center’s are running under the project where more than 150 children are studying. The center is basically working for the education and personality development of the children. Under the project achievement 18 children got admission in formal school run by the Govt.
- The street play was organized for sensitizing the community people on education.
- Sensitization training programme on social exclusion were organised with all the stake holders such as community people, Teachers, Health officers, ICDS Functionaries, Police officers and most importantly with the children.
- Child Protection Committee has been formed to identify the problem of children and address it collectively.
- Health Camps were organised in the community to provide medical services to the children and community.
- Survey of the area was conducted to find out the level of exclusion.
- Training programme of adult groups were organised on gender.
FORTHCOMING ACTIVITIES:
- Sensitization of Media People about the exclusion.
- Interactive workshop of all the stakeholders and children to bring them on one platform.
- Major survey on Street Children in Delhi.
- Posters and pamphlets will be developed to aware the community about the government schemes and programmes.
